A retired Hospital Chief Operating Officer, Lloyd is an accomplished, performance driven, nationally and internationally published Health Care Executive and Consultant with 40 years of experience in healthcare leadership, high reliability, operations, support services, environmental management, accreditation, risk management, statutory, and regulatory compliance, and quality/performance improvement. He served in leadership and consultative roles in over 45 successful Accreditation Surveys.

He is accountable, collaborative, and innovative; providing expert consultation designed to achieve high reliability, sustainable, compliant solutions through pragmatism, effective communication, and inspiration.  

Lloyd is recognized internationally as an author and speaker in the areas of performance improvement, leadership, quality measurement, emergency management, engineering, environmental management and regulatory compliance.

  • Served on leadership teams for the opening, startup, licensing and accreditation of 4 new General Acute Care Hospitals.
  • Served as Faculty (Environmental Law and Management) for American Hospital Association (ASHE) Healthcare Safety Certificate Program
  • Served on Editorial Board for Opus Communications (Healthcare Division)
  • Served as peer reviewer for American Medical Association, Journal of Ethics® manuscripts.
  • Served for three years on the American Hospital Association (AHA) National Environmental Advocacy Committee in Chicago Illinois.
  • Served on the Bureau of National Affairs (healthcare facilities division) editorial advisory board in Washington DC.
  • Served on the Advisory and Technical Committees for the City of Los Angeles Hazardous Waste Program. Co-wrote healthcare chapter.
  • Served on ECRI’s Examination Board for their Healthcare Environmental Management Certification (HEM)
  • Drafted and submitted language to the State Senate and the CHA that formed the basis for statutory amendments, such as formaldehyde on-site treatment exemptions in California (SB 1572).
  • Assisted in the review and development of amendments to the California Medical Waste
  • Management Act (including SB 372 and SB 1966).
