40+ years overseeing hospitals’ multidisciplinary strategic planning, expansion, construction and operations within complex, multi-facility health systems. Prior to his role as a healthcare consultant, Fred was the CEO for the largest and most historic Veteran’s facilities located in Northern California where he had direct administrative oversight of all clinical and non-clinical operations on the 615-acre campus. Before the CEO position, he was an Assistant Hospital Administrator for Kaiser Permanente® integrated managed care consortium in both Southern and Northern California.

As a senior executive in healthcare, his leadership and responsibility for small, medium, and large medical centers included the following departments: Environmental Health and Safety, Workplace Safety, Housekeeping Services, Food and Nutritional Services, Facilities Services, Engineering, Supply Chain, Operator Services, Clinical Technology, Gardening, Security, Large, Medium and Small Construction Projects, and Capital Equipment.

Fred has also had the dotted line responsibilities for the following departments: Risk Management, Utilization Management, Inpatient Case Management and Discharge Planning, Infection Prevention & Control, Laboratory, Imaging and Pharmacy.

While serving in the Kaiser Permanente organization, Fred had direct administrative oversight of the programming, design, construction and opening of two Kaiser hospitals in Southern California, as well as medical office buildings and hundreds of healthcare construction projects. This included performing a deep dive on both patient throughput and employee workflows for all hospital and medical group departments/clinics. Additionally, Fred led a team that developed and implemented Kaisers Active Shooter program.

Fred has been closely involved with the following regulatory surveys during his career: The Joint Commission, CMS, CDPH/GACH Licensing and the United States Department of Veteran’s Affairs. Many of these surveys resulted in zero deficiencies within his area of his oversight. His collective/collaborative leadership style contributed to 5 Star CMS ratings and California’s Best Facilities ratings from US News and World Report.

Fred is a member of the American College of Healthcare Executives, American Leadership Forum, International Association for Healthcare Security and Safety, California Society for Healthcare Engineering and InfraGard which is a partnership between the FBI, military, government, and members of private sector. He is an American College of Healthcare Executives leadership mentor for aspiring healthcare leaders. He was the Safety Co-Chair for the Industrial Coalition of Orange County. Fred is a Board Member, Executive Committee Member and Chair of the Development Committee at the Children’s Fund Organization and has done work with the Big Brother and Big Sister Program of San Diego County.

Fred has made presentations to the following organizations: American Society for Healthcare Engineering, California Industrial Hygiene Council, and the Industrial Environmental Coalition of Orange County.

Fred graduated from the University of California, San Diego (UCSD) with a master’s degree in The Leadership of Healthcare Organizations. Prior to receiving his master’s degree, he received a degree in Business Administration as well as Construction Management. He is also a graduate of the Senior Executive Program from the American College of Healthcare Executives. Fred is a licensed General Contractor with the State of California.
